What's the best neighbourhood for a family?

Depends on what you optimize for. Schools: Oak Bay. Walkability: Fernwood or Fairfield. Yards: Saanich.

If you want public schools at the top end of the provincial rankings, you're looking at Oak Bay or Cordova Bay. If you want to walk your kids to school, the park, and a café in the same trip, Fernwood or Fairfield are the right answer. If you want a yard and a driveway, the Saanich peninsula or Gordon Head will give you more for the same money. Note that "the same money" in Victoria starts well above $1.1M for a detached house in any of these.
